EMPLOYMENT BACKGROUND
Jill Whitlock is an independent Certified Residential Real Estate Appraiser in the state of Oregon. In July, 2004, Ms. Whitlock accepted an appointment to the Oregon Appraiser Certification and Licensure Board, serving a 4-year term as a Member of the Board. Ongoing experience includes appraisals for estate tax and marriage dissolution purposes, appraisal for the U.S. District Court, review of appraisals for various clients, relocation appraisals, appraisals for proposed construction, and progress inspections for homes under construction. She appraises various types of residential properties for financing, feasibility, sale and acquisition. Property types appraised include single family, condominium, PUD’s, multi-family residential, manufactured homes, lots, and vacant land. Ms. Whitlock specializes in appraising complex residential properties.
Ms. Whitlock’s appraisal experience began in 1980 as a staff appraiser for Guild Savings and Loan Association under the tutelage of Thomas Kunibe, Vice President, Senior Appraiser. She then advanced to the position of Senior Appraiser, and from 1986 to 1990, Ms. Whitlock managed a regional appraisal office for Sears Mortgage Company. During her employment with Sears Mortgage, Ms. Whitlock also trained new staff appraisers and served as an FHA Direct Endorsement appraiser. In 1993, Ms. Whitlock was approved as a HUD appraiser in the State of Oregon.
From 1976 to 1980, prior to real estate appraising, Ms. Whitlock was a loan officer for Guild Savings and Loan Association, where she performed preliminary underwriting functions on 1-4 units, multiple units, and commercial properties, was a member of the loan committee reviewing loan applications, and accompanied staff appraisers to observe real estate appraisal functions in the field.
From 1973 to 1976, Ms. Whitlock served as a Branch Manager for Guild Savings & Loan Association, supervising and training staff members.
